Traffic Impact Analysis: June 23, 2004

At the June 23, 2004 Task Force meeting, Wes Guckert of the Traffic Group provided an overview of the traffic impact analysis for the proposed development program. The analysis uses as a baseline the Traffic Group’s earlier presentation to the Task Force in which they measured existing traffic conditions. In summary, the Traffic Group concluded that the existing roadway system has sufficient capacity to accommodate the proposed development program. The Traffic Group offered a series of recommendations to mitigate the traffic and suggested additional points of considerations:

Recommended Enhancements:

  1. Signalize the intersection at 32nd Street and Saint Paul.
  2. Signalize the intersection at 32nd Street and North Calvert.
  3. Relocate the pedestrian crosswalk at Saint Paul and 32nd Street to the north side of the street.
  4. Provide pedestrian signalization at Saint Paul and 31st Street.
  5. Minimize mid-block pedestrian crossings.
  6. North of 32nd Street, make Lovegrove Street one-way northbound.

Suggested Considerations:

  1. Implement a Flex-car program.
  2. Delineate on-street parking spaces.
  3. Reduce the length of parallel parking spaces to gain additional spaces.
  4. Make 32nd Street one-way with angled parking.
  5. Make 31st Street one-way with angled parking.
  6. Increase parking meter rates to encourage higher turnover.
  7. Increase parking fines for illegally parked vehicles.
  8. Install “smart” parking meters.

Traffic/Parking Subcommittee

The second phase will come when the project planning is completed and projections of impact to traffic can be made based on the proposed plan.

 

Parking Presentation: May 22, 2004

At the May 22, 2004 Task Force meeting, Dominic Wiker gave a presentation on parking impacts associated with the proposed Charles Village projects, including the requirements of the North Charles Village PUD and city zoning ordinances and recommendations of the Institute of Transit Engineers.
 

At the May 12, 2004 Task Force meeting, Wes Guckert of the Traffic Group presented the Task Force with the preliminary results of his traffic and parking study. Below are several documents in PDF format that illustrate the first phase of traffic studies in the project area. In this phase, existing traffic conditions are measured to get a baseline readings to assess impacts of the proposed development.

At the May 12, 2004 Task Force meeting, several Task Force members volunteered to be part of a Traffic/Parking Subcommittee to study this issue more closely. They will be meeting as needed on Monday evenings.
